Hey Wrastler,
You could start off with a cold air intake (that sounds SO rice! ;D). This is a fairly easy modification that isn't too expensive. This will cost you around $200.
The next step would be the exhaust. This can get a little expensive though. Plan on spending around a grand for exhaust.

As the others have said, the CAI is probably the most common first mod. Then the cat-back.
Everything depends on your budget of course.
Happy Modding!

Some subframe connectors, lower control arms, and lowering springs will give the car amazing handling. These will run you around $500-600. CAI you can either buy for around $200 or make your own with home depot parts for around $40. A cat-back will run you anywhere from $200-700. Headers will run from $300-900. If you have an auto, a stall converter (2800-3200 stall) will run ya about $500-700; or if your a manual a short shifter is around $180.
Personally, I'd do these in this order: CAI Cat-back exhaust Short shifter (if manual) Suspension Headers Stall (if auto)

Get the engine breathing correctly first like everyone else said, CAI and exhuast. Then get a stall if auot or shifter if manual. Then i would work on suspension like a mad man lol. Torque Arms are the best investment if you ask me

I started modding my lt1 with a cold air and a 52mm throttle body.... got em both for a GOOD price, did a short shifter and suspension(h&r springs with KONI SA shocks) and then i did long tube headers and true duals.... the header install was not that much of a biaatchhh... was easier than doing my friends mid-lengths... true duals sound mean... these mods have made the car very fun to drive.
I would say go with a shifter and intake and full exhaust ;D
